Continuously establishing a state of public shaming and bullying tactics. They know they can't/won't enforce it but if they can create enough momentum of hate/vitriol from the public to anyone that would dare defy them it may turn out to be just as effective. That's essentially how the "Wear your mask everywhere" BS gained such notoriety.
