In theory, you are correct. That is exactly their strategy.

What you are ignoring is the black market that will emerge for manufacturing ammo, running "speak easy" gun ranges where those laws are ignored, etc.

Think prohibition and how that worked out. Or the war on drugs. Especially marijuana. There aren't enough police and military in the country to enforce those laws. On top of that, many would look the other way.
