Tulsa has regressed and UCF has played better since

I am not sure anybody can watch Tulsa right now and think they are playing well

In that 45 days UCF has lost to Memphis and Cincinnati.

Tulsa has lost to zero teams, while beating a ranked SMU, who beat a team UCF lost to in that 45 days.

I'm disappointed with SMU also, but they did beat Navy, Temple, Memphis, Tulane, and they are probably better than USF though they weren't on our schedule. No excuses for losing to a 2-6 ECU team though, especially with everything that was on the line.

again this is from the official release....memphis has some tie breaker vs tulsa that is not mentioned in the release...and houston/tulsa tie breaker will be who is ranked higher by the bcs computers, with "projections" that houston will be ranked higher if they win out and Tulsa losses out

That's possible, but not automatic. I'm trying to figure out whether or not it's win% in a two team Tulsa Memphis tiebreaker. I didn't think it was but the tie breaker rules are poorly written.
