A lot of these schools got players who transfer out of the MAC, MWC, New Mexico State, UMass, FCS and D2 schools who did not play this fall. I don't think PAC 12 will really field a team this fall since the majority of the players will opt out. The word was that Oklahoma and Oklahoma State did not want to play this fall because of the virus. NFL is on the verge of quitting for this season becuase of the outbreaks. We are starting into the season of the flu with the covid-19 on top of it would be a 1 - 2 punch.
Not sure where you are getting that "the majority of the [Pac-12] players will opt out".
They don't begin play until November, but so far the Pac-12 has seen 10 total players opt-out:
USC (2):
OT Alijah Vera-Tucker- Some prognosticators see a Second Round projection for Vera-Tucker in the draft.
DT Jay Tufele- The Salt Lake City, UT product was expected to be one of the top defensive lineman in the nation with some projecting him as an early Day Two pick in the 2021 NFL Draft.
Washington (1):
OLB Joe Tryon-Tryon was one of Washington's top defensive players.
Cal (1):
CB Cam Bynum- Bynum the three-year starter for the Bears started in 38 consecutive games and earned a second-team All Pac-12 selection in 2019.
Oregon (4):
CB Thomas Graham- According to GoDucks.com, he would've entered this season as the FBS active leader in passes defended (40) and pass breakups (32).
CB Deommodore Lenoir- Another California native that chose to be a Duck will be taking his talents to the NFL.
OL Penei Sewell- Most prognosticators see Sewell going in the first few picks of the 2021 NFL Draft.
S Jevon Holland- The Oakland product is going to focus on his NFL career instead of play in the shorter season.
Stanford (2):
LT Walker Little- Didn't play in 2019 due to a season-ending injury but many still see him as a late first-round/early Day Two draft selection.
DB Paulson Adebo-Adebo a highly accomplished defensive back out of Stanford went to twitter to announce he would be opting out of the season and entering the NFL draft.
No opt outs:
