But their fundamental problem is a penchant for overspending despite a lukewarm fan and donor base. Maryland fans are rabid about only two things - men's hoops and lacrosse. Lacrosse of course is no-revenue, and hoops is small potatoes compared to football.
And that won't improve because Maryland's natural rivals, save for Penn State, are in the ACC not B1G. On the other hand, the ACC does not offer the same money, and even though Maryland was an ACC founder, the power nexus in the ACC is in North Carolina, and Maryland chafed at getting (from their POV) screwed by them. A lot of ill-will was built up over the years among Maryland fans about that.
It's really kind of a no-win situation, like Nebraska, Maryland is stuck in a conference it really doesn't care much about for the sake of money, which it absolutely does need.
I think the final straw was switching out their permanent partner in basketball from Duke to Pitt when Pitt and Cuse joined the league. Maryland fans really liked their home games with Duke and UNC.

ACC officiating for the benefit of Duke and UNC
VT treated as prodigal son returning
Prospect of being in a northern division
NC State hiring Debbie Yow
Carolina getting away with cheating despite it being known
Duke being able to hide any academic problem
Did not want to add FSU for football reasons

Taken over by Big 10 slobber crew at President and System Level
Really pissed they were not able to blame their problems on DY
In athletic disarray since Len Biases death
Extreme undergraduate demographic change
Extreme competition with new professional franchises in Baltimore and DC
Pissed at UNC and Duke since the early 1970's
Lost too many graduate programs to Baltimore in 1970
Booster organization that redirected funds to non-athletic projects
