The pandemic exposed their financial issues. The real story is that, before the CFL asked the Canadian federal government for an interest-free loan, the CFL went to several banks to ask for a loan (presumably on regular bank lending terms) and none of those banks would give them a loan.
That means that the banks were skeptical about the sufficiency of the CFL teams' future income stream (the revenue that could have been used to pay back a loan) and about the teams' lack of collateral (assets that could be seized if the loans were not paid back).
Contrast that with the hundreds of millions that banks loaned to the Raiders in connection with their Las Vegas move and paying the NFL's relocation fee. The Raiders (unlike any CFL team) have a huge annual income stream, and the franchise itself is good collateral because the franchise would be worth well over $2 billion if sold.

I wonder if the CFL would consider another attempt at US expansion to drum up some interest/revenue? A Canadian-American Football League? The summer months are good for some cities that don't like playing in February.

They tried that in the early to.mid 90s and the franchises lasted about 2 years.
