Yes he is, but that's not on him. That's on the ADs and Presidents.

No incentive to. At the time of voting Texas State had 12 games already, and AState was almost certain to have 12. Made no sense to make one of them cancel a game unless they had to. It also would have caused chaos with the home/road splits heading into 2021. It was easier to allow league teams to play OOC games and go from there.

I'm not sure why no one is considering that option.
