I think it could actually cost them media money. Any reduction in games is likely to result in a reduced payout from ESPN for failing to meet contractual minimums (or further violating the minimum). This was scheduled to be an RSN game. Now ESPN is going to have to provide a replacement game to the RSN syndicator, one that otherwise would have been on an ESPN network. You have to assume that whatever ESPN game gives up to replace UNC-Charlotte would have been valuable to ESPN. Every other member of the ACC has scheduled an OOC game, so any reduction in payout would likely come out of UNC's share.

Yeah, that's not going to happen. Especially considering VT is looking like they'll be lucky to play 11 regular season games this year.

A total of 94 COVID-19 tests were administered to Notre Dame Football student-athletes on Monday. Of those 94, there were seven positive tests, according to University Physician Dr. Matt Leiszler. Those seven student-athletes are in isolation and their close contacts have been/are being identified.
In consultation with the St. Joseph County Department of Health, the Notre Dame Football program has decided to pause all football-related activities until further testing is completed. Combined with last week’s testing results, a total of 13 players are currently in isolation, with 10 in quarantine.

FCS money? I'm pretty sure every "buy game" contract is negotiated as a stand alone event, where the amount of compensation is a function of what the market will bear at any given time. Some schools, whose expected attendance is 80K or more will offer more money than a school that averages 30K, while some sellers will accept less if they have no other offers. I don't really know how much schools are paying in a year when so many schools aren't planning to play at all.
That being said, I have no idea which specific schools UNC approached or how much they offered. But the idea that the conference would punish a school financially because its opponent cancelled its game seems pretty unlikely. Especially in a year like this one.

UNC is certainly not the first team to have a game cancelled on them. So far BC (Ohio), Duke (ODU), FSU (Samford), Notre Dame (WMU), Pitt (Miami, OH), Virginia (VMI), and Wake Forest (ODU) have all had non-conference opponents back out of a game, plus NC State postponed the Virginia Tech game, VT did it to UVA, and now ND has done it to Wake. Yet ALL of those teams still managed to keep an 11-game schedule together - which is required for everyone's TV money - yet someone UNC is supposed to be excused? If the TV money is decreased due to insufficient inventory, whose share do you propose it be taken from?
