The idea being proposed is 10+1, where you have 10 conference games and on OOC (the 11th game), it would allow for those ACC/SEC rivalries and ND could maintain their rivalry game with Navy.

10+1 for a year is a Good move for everybody. BYU to the big 12 for a year or permanently should also be on the table. Another option would be BYU to the acc with ND for a year. Thus, each division would be 8 teams instead of unbalanced.
UVA, V tech, UNC, Duke, Wake, NC state, Clemson, G tech
BC, Cuse, Pitt, Lville, ND, BYU, FSU, Miami
Play a 7-3 format

All of this will be moot if there is no football this fall.
If they do play, would all players, managers and coaches be essentially quarantined for the entire season? There will be a lot of empty dorm rooms they can use. Be interesting to see if they perform better by abstaining from sex for several months.

RE: Notre Dame in talks to join the ACC for 2020 football
If Notre Dame football really does "join" the ACC for 2020, meaning being counted in the conference football standings, being eligible for the ACC title game and ACC side of the Orange Bowl bid, etc., the full shebang, than that will be a MAJOR breakthrough for the ACC in their attempt to lure ND permanently into the fold.
A major coup, as temporary things sometimes become permanent.

I could see a temporary increase in the number of team "managers" just for this season.

I believe this would have to last a lot longer than one season for that to happen.

I wonder what, if anything, that would mean for the Orange Bowl? If ND is eligible for the ACC half of the Orange Bowl slot, would they still also be eligible for the other slot, the one they currently share with the SEC and B1G?

For many years, Notre Dame chose not to participate in any bowls. I wonder if they would do so again this year. That's assuming there are bowls at all. Much of the local money put up by the local Bowl committees is based on the benefit to the city from winter tourism. The Rose Parade has already been canceled. Might the Rose Bowl follow suit? Or will the games be played for TV, with reduced payouts to the CFP?

If there is a CFP, I can't imagine ND being eligible for it and declining to participate.
We all know the situation is fluid, any day now the season might be canceled entirely. Or it might get canceled four games in, or even if games generally go on, a particular team might get an outbreak of CV19 that affects many players and coaches and have to cancel its remaining games, etc. So much can happen. But I suspect if conditions are good enough to play the season out such that bowls will be held, then ND and most other teams will play the bowls.

That other article showed that the NY6 and title game produced 34% of ESPN's ad revenue. That is one thing they want to keep if at all possible.

Yes, I don't think it's any surprise that there seems to be a correlation between money and desire to play. Conferences like the SWAC and Ivy that do not generate much football revenue are more willing to cancel or postpone the season to the spring than are the P5.
Of course we also see the same with the pro leagues, who have even more money at stake. NBA, NFL, MLB etc. are all forging ahead with plans to play, or have actually started playing.
