That's a clown question, brah. If they are asymptomatic and never tested obviously they are very unlikely to be included in the count.

Mortality rate is all screwed up. You hear allegations that the hospitals are overstating it, which I doubt, and certainly Texas, Florida, and Georgia have intentionally undercounted. I read yesterday that Texas was not including quick tests at outpatient clinics in their positive test counts, for instance. Florida's deaths "from pneumonia" are many thousands above their annual average.

Who makes that call? In FBS, the NCAA doesn't have the power...as we're witnessing with each conference making up their own rules.

The story that was in SI last week about the P5 schools considering their own play-off was a warning to the NCAA that the conferences will decide the fate of the season and not the NCAA.

Exactly. UConn is actually saving money not playing football and is really an outlier for justification to shut down your football season. However, it will be interesting to see what the other independents not named Notre Dame or BYU decides to do moving forward. I think the MWC will take care of BYU as much as possible. Now what will Army do? NMSU has several obstacles facing them to start the season. Can UMass find opponents to complete a schedule?
