The point of playing conference games only is an attempt to limit the amount of travel between teams. It’s kind of a middle ground between not playing a season at all, and playing a full schedule. The concept of conference only games is flawed in itself since teams (and maybe fans) are still traveling across state lines and into cities and towns and all the like. Going to neutral sites completely negates the middle ground idea since now you have two teams (and possibly fans) going into random cities, which is against the entire premise. If we do that we might as well just play the season.
I like the idea of playing in state teams much more. I’m not for all the traveling, but if you do travel, staying within your state keeps stuff regional. In Georgia, you can play Kennesaw State, Mercer, Valdosta State, Georgia State, Georgia Southern, Georgia Tech, and maybe UGA. If the season’s ruined anyways, scrap the media contracts this year and have some fan games, even if some of the games turn into a scrimmage scenario.

The point of playing conference games only for P5 is so they get their exorbitant TV money. There's no point in bringing in West Harrisburg State for a home game, when they're not going to get any money from ticket sales, because fans can't be in attendance. It doesn't matter if they have no fans for conference games, or have to travel 1000 miles; they're still getting the TV millions.
