NJCAA to move most sports to Spring
This is from an e-mail I just received:
NJCAA Members,
As the association continues to navigate the path for the upcoming academic year as it relates to COVID-19, the National Office will host a membership-wide webinar at 5:30 PM ET on Monday, July 13 featuring NJCAA President & CEO, Dr. Christopher Parker to discuss the plan of action for the 2020-21 sports season.

On Thursday, July 9, the NJCAA Presidential Advisory Council, along with Dr. Parker and NJCAA Board Chair Mick McDaniel recommended that a majority of fall competition move to the spring semester of 2021. The organization is finalizing the plans that provide engagement, safety, and regional leadership to support our student-athletes during the fall and spring semesters.
Prior to Monday's webinar, the NJCAA Board of Regents will host an emergency meeting on Monday, July 13 at 3:30 PM ET to vote on the plan of action. The decisions will then be presented during Dr. Parker's webinar at 5:30 PM ET.

My understanding, and this may change, but Football and Soccer are being moved to the spring. Cross country is still in the fall, for now.

Cross Country can't be moved. It would overlap track.
Its really the only sport that can't be moved (unless facility conflicts cause problems).

Cross Country is slated to stay in the fall for the reasons you mention. I do not know if volleyball will remain in the fall or move to the spring.
