It makes sense for Bethune-Cookman.
MEAC is basically a Tidewater conference now. Delaware, 3 in Maryland, 1 in DC, 1 on the Virginia Coast, 1 in mid-North Carolina along with B-C and SC St.

Whether it makes sense for SWAC remains to be seen.

Do enough people watch FCS games on tv for that to matter? Besides, they’re already sort of in the Orlando market now. FAMU’s law school is in Orlando.

Yes, but if the MEAC dissolved and Howard played football in the CAA, that conference participates in the playoffs. How would the CAA handle a conference winning Howard team skipping the playoffs to play in the Celebration Bowl?

If Morehouse or Virginia State were 11-0, they'd be high regional seeds and hosting D2 playoff games so they wouldn't be available for the bowl game. Since the CIAA and SIAC are in the same football region, the two schools would potentially face each other in the second or third round.

Bethune-Cookman do have some good football teams that have actually beat a FBS team scalp on their record. They are better than the Alabama schools recently. Only NC Central and SC State are the only above average football schools in MEAC.

The only western HBCU schools left in D2.

Even if FAMU and perhaps BCU are approaching the SWAC, that doesn't mean the SWAC is just taking them for no reason. Whether the SWAC was proactively engaged doesn't mean there may not be a strategy for choosing to accept FAMU.

What's the policy for turning down an D2 playoff bid? Would the conference be able to send their second-place team if a SIAC or CIAA school went to the Celebration Bowl? I know that the MEAC and SWAC turned down auto bids but the MEAC sent schools to the FCS playoffs at at-large teams; does that carry to D2?

If nothing else, the CIAA and SIAC could revive the Pioneer Bowl and send top non-Celebration Bowl champions there. You could even gin up a third bowl, guarantee every HBCU D1 and D2 conference has at least one representative, and make a long weekend of it.
