What are you talking about? Protocol for what? If you are referring to your "mindless Protocol" stated above as to the sequence of events that determines the policies of CUSA, then you are also referring to every Conference, both G5 and P5. They all do it almost exactly the same way.

then yes, I would say that effectively eliminates a football game in the Hampton Roads area, as of the time of this writing.
However, that proscription could be amended or rescinded at any time, for any number of reasons or no reason at all, at the the pleasure of the Governor.
As to how it would affect a given conference, (CUSA, NJAC, MEC, Big South, MEAC, and the CAA if Williamburg is included, are basically the ones represented in Hampton Roads) that is actually pretty simple.
If the mandate still exists at or close to the time of a scheduled game, that contest would either be cancelled, postponed, moved to another location.
With no fans, and therefore few support staff, no vendors, limited security etc, the logistics of a move, even a last minute one, would be fairly easy if another venue is available. Really any field would do, even say Currituck High School for example; goal post width and hash mark spacing notwithstanding.
