And article did not include unionized CWA staff who in next two days are getting notices of 4 week layoffs effective May 11th

That is limited, not all CWA will be affected...I believe it is by department.

Oh its limited by department but not by much, I already know of dozens of CWA staff across departments that are bring laid off for 4 weeks. Some academic colleges are laying off all their CWA staff for 4 weeks. Essential staff may avoid that much, but none except critical UTMC staff will avoid layoffs of some length. It will not be limited by much as UT needs the cash savings now, rumors that cash reserves and cash on hand are tight through June 30th. Dozens of summer 1 courses, some with 20+ students already enrolled are being cancelled this week. Its a deep, real and immediate budget crisis to get through FY20 and end up with balanced budget.

I would assume the bargained positions in Enrollment management would likely be spared, since that would be akin to shooting off a toe to try to fix a hangnail.

Saw the report on State of Ohio cuts a couple nights ago, too. Not good.

State of Ohio budget cuts

That was accounted for by all of the Universities in their announced cuts...but yes, it's pretty insane, especially when you consider there is currently $2.77B in the rainy day fund. If this ain't a rainy day, I don't know what is...

I am aware of two CWA employees in Enrollment Management who each are laid off for 4 weeks

Secretaries or RO2's? That's a tough decision to make if they're taking recruitment personnel off the playing field knowing how far down UT is in enrollment at the moment.

They are not secretaries
