This sounds like the old mom trick of saying you already know what happened even though you really don't.

I used to write software to detect theft by cashiers, and while it's usually not possible to be 100% sure someone cheated, you'd be surprised just how confident you can be (think 90% or more with enough data). Dishonesty is usually accompanied by highly unlikely sets of events.

Plus if I was a student who had cheated and received that letter in response, I'd be a lot more concerned about getting busted by GT's College of Science then I would if that response letter came from the English Dept. at a small liberal arts school!
