Have to wonder if the NCAA will drop that number. A lot of FBS schools are going to be in trouble if college football suffers heavy losses. Which seems destined to happen; the season probably will still happen, but the first several weeks will likely be in front of no fans.

There will be a lot of pressure to have fans in the stands so I doubt they'll be empty. Health experts will magically find that there is little risk in outdoor arenas when college football starts.

It's indeed true that outdoors are safe in nearly all circumstances. At least 2/3 of COVID cases got it indoors. And you have to inhale the virus, it doesn't even seem like people are catching this thing by getting it on their hands.
That being said, yelling/shouting increases the risk of someone inhaling the virus, so that has to be factored in a bit.
