Look at the order she issued. You can drive across the state to go to a park, but not your vacation home. You can't currently buy seeds to plant your garden because that isn't "essential." You can take a kayak or a canoe out, but if you take a motor powered boat you get fined.

Once the Democrat government cabals make their plans public, a Republican state can then claim they are restricting the commerce of businesses in their state. Then it becomes an interstate commerce issue. Then Trump will waltz in.
Unless the plans are extremely accommodating, this is more likely to happen than not.

Smarter to let the decisions fall on the governors.

Exactly what interstate commerce is shut down? It's not a tap you turn on and off. It's thousands and thousands of businesses (and states) working together that make the commerce happen. If a few key players are still shut down to make things safe for their employees and customers, you will still see drastic effects.
