Cuomo says Trump will make a "declaration of war" if he decides to quarantine New York to try and stop further spread of Covid-19. Well, Governor you said if he lets people out he wants to kill everyone and now if he tries to control the spread, like Italy did, it's "war". Is there a Democrat anywhere that isn't all double talk based on what Trump says or does?

The CDC has that authority and the POTUS can direct it. Cuomo will be powerless to stop it. This happened during the 1918 pandemic and precedent is established to do it.
