FYI, the White House had such a capability, but Trump eliminated it in 2018, perhaps because, like you, he believed that paying them 24/7/365 was a waste of money.

But without leaving anything in its place -- not even a "trained cadre" -- it's sadly no surprise that the U.S. response was late.
For a bit of context, it wasn't a new agency. It was a position on the NSC that was tasked with coordinating various federal agencies through the NSC. Basically someone who could take a step back and make sure each agency was on the right path/communicating, without getting bogged down in running an agency.

Oh, Dear God, that's exactly what we need--another bureaucracy to "coordinate" all the other bureaucracies. We don't need coordinating bureaucracies, we need a way to put trained boots on the ground. And we need the leaders to have a crisis-mode, do-something mentality rather than a bureaucratic one.

When in trouble, when in doubt, run in circles, scream and shout.

What you need is a way to coordinate local resources (providers and ancillary staff). Basically, mobilize testing and triage at a designated location with providers already trained to do these tasks already in that area. You can't expect the National Guard to go to every location to do testing. If you need increased ICU beds, then you can centralize the overflow to a concentrated area and staff that outside of the traditional delivery healthcare system.
Improve efficiency and isolation on a local level in conjunction with more specialized care in a regionalized distribution area.

Houston bars and clubs must close and restaurants can only offer drive-thru, take-out or delivery service. This is in effect for 15 days starting at 8 a.m. tomorrow.

An hour ago, Dallas ordered the following closed effective midnite tonite, for 7 days: Bars, clubs, restaurants --- restaurants can still do take out, delivery, drive through. Dallas also set out a regulation prohibiting any gathering of over 50 people.

Chicago and Illinois just closed virtually everything, including in-restaurant dining and gyms/fitness centers. So much for strengthening one's immune system. BTW, the fitness center was virtually empty today-- it was already instituting social distancing.

Most class-based fitness programs have gone to a self-imposed 50% of typical class as a max ---

It is wild watching the corporate franchisors trying to swamp the franchisees with a message. Orange Theory Fitness threw a blast out late today to *everyone* who is a member saying that OTF will be shuttering its corporate locations; the local franchisees are trying to tell the people who are in the franchise locations that *they* are going to a 50% utilization pending governmental action. But the damage is already done with the messaging from the national concern.

National corporate has the pocketbook to weather a storm -- the franchisees may not. It is also somewhat shady since members of the national corporate team are trying to 'lasso up' all the 'free range franchises' either to corporate or under their own wide-range franchise umbrella. Talk about 'not letting a crisis go to waste'.

I winged it this morning since I didn’t hear anything from my local gym (Anytime Fit). They were surprisingly open. Front desk guy said owner refuses to close unless city mandates it. Normal crowd but lots of wipes everywhere.
