To bad he can't admit that we don't see eye to eye in the "Living Years".

In government the pseudo-neglect occurs with population control. When things are good we are generous and don't pay attention to what the cultural shifts will do to us long term. We don't want to fight culturally so we fail to implement our long standing ideals with the new arrivals. As a result our ideals are constantly moved backwards, counterclockwise from where they should be.
