Not sure what your complaint is. The document states that past actions "coupled with INTELLIGENCE AT THE TIME OF THE ATTACK" justified the attack. The document is completely consistent with what has been said previously by the administration---it just does nothing to add further detail to those previous statements. My guess is they don't want to release any further details that might allow the bad guys to know specific information that might help them to plug intelligence leaks in their organization. Its really not that complicated.
