Edit: At most you could expand by 4 teams but some of your locations are non-starters:

Memphis - Regionally constrained between STL and TENN
Orlando - Florida needs another team like someone needs a hole in their head
Portland - Small but possible
Sacramento - No will to build a stadium

San Diego - Possible but fanbase has soured on the NFL; no will to build new stadium
San Antonio - DAL and HOU would definitely block
St. Louis - Viable but fanbase has soured on the NFL
Toronto - Viable but would marginalize CFL team

Thanks for responding.

Memphis being regionally restrained?

Memphis is 285 miles south of St Louis, 212 miles west of Nashville, 485 miles east of Dallas and is about the same distance North to Indianapolis.

Comparison: Nashville is 240 miles NW of Atlanta and 410 miles east of Charlotte. Charlotte is 245 miles NE of Atlanta. It is 272 miles between Nashville and Cincinnati.

Therefore, I think Memphis is perfect for expansion.

Orlando?

Orlando is 161 miles South of Jacksonville; 85 mile Northwest of Tampa; and 236 miles North of Miami.

Comparison: Baltimore is 40 miles North to Washington D.C.; 106 miles south of Philadelphia; and roughly 247 miles east of Pittsburgh.

Again, It does not appear that Orlando is regionally constrained. Neither would San Antonio.

San Antonio

The Alamodome seats 72,000. San Diego and St. Louis will build nice stadiums of the NFL agrees to pay appropriated rents. Why would Dallas and Houston block expansion to San Antonio? A team in San Antonio would bring millions of dollars more to the league in football crazy Texas.

California has 3 ( minus Raiders) teams.
Florida has 3 teams

Texas could easily acquire a third team. San Antonio is better than putting a team in London.

However, Sacramento, San Diego, St. Louis will not pay for stadiums and then "give" them to NFL owners. The history of NFL stadium negotiations in St. Louis, Los Angeles, Baltimore, and Cleveland are horrendous. Don't forget the fight in Minnesota as well.

There are also rumblings in Florida https://www.bizjournals.com/tampabay/new...oney.html.

The NFL could expand easily without the demand that tax payers build stadiums and then turn them over to NFL ownership.

Stadium and rent details for all 32 NFL teams

Toronto

I don't think Toronto will have problems having CFL and NFL teams. Toronto is pretty close to 3 million in population.

Portland

Finally, of all my suggestions, I think Portland is the least likely.

You're including Hamilton which has its own CFL team as well.

Baltimore is a special case. If you took Baltimore's population and added it to Washington, DC's, you have the population of the Beltway, which is what I believe the NFL was looking at when they allowed the Ravens to come to Baltimore. Not every football fan in DC is a fan of the Redskins. The Ravens have given folks in the Beltway another option.

Tell that to Shalid Khan who's been spearheading this whole London stuff to begin with!! To him, London is another "LA" or "NYC.". I don't disagree with you, I am just telling you who is behind the London stuff.

They are 130 vacant police billets and the sanitation, civil engineering and related departments are understaffed by more than 800 because the city can’t afford to fill the jobs. The schools are falling apart. The jail has no air conditioning and is grossly overcrowded and there are numerous lawsuits alleging inhuman conditions.

The county will absolutely refuse to help pay for a stadium even it were to be built in the county.

The state has just denied $40million for the new soccer stadium.

Besides, why would the NFL want to come here? According to Kroenke, Jerry Jones, and some other owners, Saint Louis is the shittiest place in the country.

Not to mention two stolen NFL franchises came and left town.

RE: NFL should expand by 8 teams
The NFL is perfect with 32 teams. If/when the league expands to 17 games, then the "floater"/extra game every year should be a neutral site, or global, game (i.e. London, Mexico City, Toronto, etc.). It allows the NFL to keep the home/home with divisional opponents the same, as well as playing two opposing divisions annually. A team would then play the three other conference opponents that finished in the same division order the year prior (which, now, is two).

I would be all for realignment of the divisions, however. I know it would never happen for many reasons, but I would personally do this:

Move Baltimore to the AFC East (Baltimore, Buffalo, New England, New York Jets)
Move Miami to the AFC South (Houston, Jacksonville, Miami, Tennessee)
Move Indianapolis to the AFC North (Cincinnati, Cleveland, Indianapolis, Pittsburgh)
Move Carolina to the NFC East (Carolina, New York Giants, Philadelphia, Washington)
Move Dallas to the NFC South (Atlanta, Carolina, Dallas, New Orleans)

The 4-team divisions cause a lot of competitive inequalities, but there are not many other options with 32 teams.

8-team divisions would be better for competitive fairness, but only works if you're ok with each team playing its division mates just once a season. It would work neatly in a 17-game season -- 7 division games, 4 games vs. teams in the other division in the same conference, 3 games vs. teams in each division in the opposite conference.

Dallas and Miami would both veto that because all of Dallas' and Miami's rivals are in the NFC East and AFC East respectively.

Right. The teams in the NFC East have been all together in the same division starting in 1970.

The AFC East teams have all been in the same division starting with Miami's expansion season in the AFL, 1966.

The AFC West teams have all been in the same division starting with the first AFL season in 1960, though only the Broncos have stayed in the same city all that time.

What about starting another team in Chicago and/or NYC/NJ?
