Historically no, they have looked the other way because Smugglers endorsed by Cartels and Police all get a cut of the Smuggler's money for passage North. The Caravans pissed off Mexican citizens and those Caravans don't get shook down like Smuggler operations. However it seems to be changing for the best. Since Trump revoked the option of the scam asylum applications I don't think we will see those Caravans anymore.
