Someone on the waiver committee who wants that result will point to the fact that the uneven divisions waiver is skipping a single game compared to the required schedule, and preceding waivers have been for skipping two games compared to the required schedule, while the top-two waiver is for skipping eleven games compared to the required waiver.
So the first is sticking inside existing precedent, while the second is a substantial increase.
Whether that kind of argument holds sway depends in part on whether the winds are shifting on CCG deregulation ... if one or more P5 conferences who were against it before are shifting to tend to favor it, either in the broader sense or in the narrower sense required by the AAC preference{+}, they could approve a three year to put a clock on when it needs to be brought up again.
{+ narrower deregulation could be, for instance, allowing a top two CCG for conferences smaller than twelve provided each school plays at least eight conference games.}

I don't know why it is difficult for people to understand the SEC SEC SEC was not for any changes and there is little chance that changes because they like the idea of bad CCG match ups with division champs that have a dissimilar record while another team from a division with a better record sits at home because they were not the division winner
and the ACC wanted full deregulation, but the Big 10 did not want them to have it and of course the ACC has 14 teams......so why would they vote to deregulate for less than 12 teams when that still leaves them screwed
and why would the PAC 12 that plays 9 conference games not push for 9 conference games in the rule even if they were dumb enough to vote for a rule that allows a conference with less than 12 teams to have a more favorable CCG match up while the PAC 12 with 12 teams would not be able to do so
and why would the Big 10 that put the rule in place for all conferences of all sizes to either have a division round robin matching division winners or a full conference round robin with the top teams suddenly vote to change that rule for a conference with less than 12 teams......which means the Big 10 would still not get any benefit......much less we do not even know if they are ready to vote to change their own previous amendment for conferences of any size because they have decided they want to put the two top teams in the CCG
none of the P5 conferences would vote for that rule with the possible exception of the Big 12 because none other than the Big 12 would get any benefit from it and as it is now the Big 12 would not get any benefit from it either because they are stupid enough to play 9 conference games
