I got my credit card bill Saturday . I had been traveling in Boston and points north in Maine. A great trip I highly recommend.

On my bill was a charge to something called Cowetta Fayette Electric in GA. Nobody answered as I expected at Cowetta FAyette Electric in Ga so I called the fraud division of my CC. No problem. They took it off. Canceled my card and reissued one.

So today I called Cowetta Fayette Electric Company and spoke to a very nice lady. My word honey that's awful she said. I told here I could give her the information so they could track it down quicker since the payment would be withdrawn.

Here is where it gets annoying. Not necessary she said, there is no problem. I said, well yes there is a problem. Somebody stole my credit card information and paid their electric bill with it. That's a problem I said.

She said well since you are not being charged anything there is no crime. I said, somebody stole my credit card number. I know you likely can't trace that down but it happened. That's theft. Somebody used the stolen number to pay an electric bill at your company and you accepted the payment, that fraud and possible fraud by phone and interstate transmission of stolen funds to be used for illegal purposes.

I asked if she thought the person who used my stolen CC number to pay their electric bill in a place I never heard of was an accident. No she said but it's not illegal.

Here is the kicker.

It happens all the time she said!
So I said, if it happens all the time what do you do about it.
We send them a notice that their payment had been rejected and they needed to resubmit their payment to avoid.......a late fee!
So now I understand your policy I said. As long as you get your money you don't care that it was paid with stolen funds and you are being courteous to them so they don't have to pay a late fee! Likely paid with another stolen CC from some poor sap who may not notice the charge on the account.
Have a nice day, sweetie!

Just a what if............what if you were personally willing to help someone less fortune than yourself by paying their utility bill one month? You & this person you are helping go online to their account & you pay the bill via YOUR cc. Like the lady said, it happens all the time & most times on the up & up.

Your best recourse is just what you apparently did. You notified the cc carrier & they removed the charge. If your card was stolen or it's been compromised, simply have it cancelled & reissued with no liability to you.

To the first part. Nice thought but the expanded part of the story was other fraud and not up and up. No body complains when it’s up and up.

To the second part. Are you sure you understand what cyber crime is and and the huge cost it is to everyone. Yes, the $167.35 charge came off my account but the cost is there and drives up prices. Casual attitudes about it are disturbing.

To the first part, surely you don't expect a computer or someone on the phone to distinguish if the cc payment is valid or fraud. Yes, I understand in your case it was fraud, but valid charges are made in this manner everyday.

To the 2nd part, you gave up your ability to have any direct bearing on investigating the fraud when you accepted the cc. Law enforcement doesn't seem to be motivated unless & until it reaches FBI level fraud & even then it's between the cc issuer & the FBI. You may be called as a witness, nothing else. and the cc issuers, banks etc have built in a cost for fraud & even they don't pursue it unless it reaches FBI level $$ impact.

Yes, I understand cyber crime & it is up to each of us individually to maintain a discipline, a system of concealment & monitoring to protect our credit so that we are not the victims of fraud. But more basic, I'm still pissed about someone stealing my tools off my driveway years ago while I was working on my truck, having just gone into eat lunch. I still feel violated. And I have been the victim (without monetary loss) of cyber crime that totaled over $30K in charges. Even then the cc issuer removed the charges, issued me a new cc number & never contacted me again about how the card could have been fraudulently used. and now we are all paying for that sort of crime. I understand your frustration, but I understand too that you have been or will be made whole under current cc laws.

This happened to my wife (more or less the same circumstance) about a year ago, and to top it all off, we determined that it had to be a physical theft, although they put the card back in my wife's purse so that we would know anything was wrong until the monthly statement came out. They stole the number and the secret code on the back and made over $500 worth of online purchases (which breaks into the felony level @ $500). We hounded the police for a month after we filed the report to find out who the perp was. They would not tell us, because they said only First Tennessee was entitled to that information, and they were not going to press charges. So now my wife suspects she works with a thief, but can't find out who it is. Ridiculous.

Fwiw, felony theft is now $1,000.

Back in his day 500 was equivalent to 12k in todays money.

This is why ATT will fail (they violate every rule):

BTW ATT announced yesterday their new streaming service will require an ATT branded box. How well will that go over with smart TV owners, Roku and Apple TV box owners? Only about 200 million of them if not more
