I have seen several articles about the new announcement, but not a single one mentioned whether the offer is limited to in-state students.

The UT website that you linked seems to say that it is.

While it is natural to assume that there would be an in-state restriction, it sill seems odd that not a single news story thought to actually state it.

The Chron article says it will cover in-state students in the second paragraph. Doesn’t explicitly state that it is limited, but based on the sentence structure, it is implying it is.

My guess is the top 6 percent getting admitted to UT will soon be top 5 or even 4 percent (A&M still is almost 10 percent by comparison). Especially in lower income areas, the competition to be in the top percent of your class will be intense. You might see a lot of kids transferring from HISD school to a different HISD school to ensure they are in that top percentage.

With sticker prices skyrocketing, and with more and more programs such as this, are we going to reach a point where only the poor to lower middle class, and on the other hand the extremely wealthy, and going to be able to obtain a university education? Are we going to Californicate university education?

No, the federal government is going to ensure that every kid still has the opportunity to take out loans to study whatever they want, regardless of the potential (or lack thereof) of said loans being repaid.

Yeah, but here is the cheesy move the UT system made (and has made historically for the last 60 years, mind you):

For example, UTEP has clawed its way from one graduate program in 1987 (geology) to 13 today, pretty much without any degree of the largess shown Austin. And, to be blunt, El Paso is a geography that these types of programs have an absolute massively positive disparate impact.

Same for many of the other UT campuses.

But hey, lets loosen the load on the flagship and put the (not so satellite) satellite schools of the UT system further on the back burner.

But that has been the path of the UT system for 40 years, so I am not really surprised.

Eh, I think this used to be true but maybe not as much anymore. UT-Dallas has become probably the 3rd best public university in the state.

I will grant you the status of UT-Dallas. That still does not detract in the slightest from the neglect foisted on the other satellites.

Given the past (and present to a good extent) policies of UT with respect to the treatment of the flagship vs others, this move solely for the benefit of UT Austin really doesnt give me the warm fuzzies; notwithstanding the relevant status of UT Dallas.

Waste of money. This will only encourage students to play as long as they can in college. Suppose the student does not graduate, will that student have to pay back the money to the University?

FYI, as most of us know tuition isn't where they gouge the heck out of you..Its the housing and assortment of fees which is most cases equal to or greater than tuition.

The $11k includes fees. UT lists a similar number for on-campus board (~$11k per year). Is $11k for housing in Austin gouging? Heck, that is downright affordable!
