My pie in the sky conference would consist of...

My pie in the sky conference would consist of...
SOUTH
Southern Miss
Memphis
Tulane
UCF
USF

EAST/NORTH
Temple
East Carolina
Marshall
Cincy
Navy

WEST
Houston
Colorado State
North Texas
Air Force

14 teams. Although, I'm not quite sure how football scheduling would rotate fairly year after year. Plus you would have to think schools like Navy/Air Force should play each other every year for obvious reasons. I'm just too lazy to figure out if the mathematics would work if we're assuming everyone subscribes to the 8 conf/4 OOC format. Perhaps everyone could play everyone in their division plus 2 teams from each of the other divisions. And for the 4 division teams, you play 2 and 1 from the other divisions. For Southern Miss, a schedule similar to this

vs. Memphis
@ Tulane
vs. UCF
@ USF
vs. East Carolina
@. Marshall
vs. Houston
@ Air Force

There's a way to do 14 in 3 pods:

Your pods of 5 each become fixtures of the two divisions.

The pod of 4 is split among those 2 divisions but play each other as permanent crossovers.

Interesting concept. That could work for a conference like the ACC.

ATLANTIC/COASTAL
Clemson/Georgia Tech
Florida State/Miami-FL
NC State/Wake Forest
North Carolina/Duke
Virginia/Virginia Tech

ROTATING
Boston College/Syracuse
Louisville/Pittsburgh

Would cut the number of years for a full conference playthrough down to 4 at most, assuming they retain the 8-game schedule.

A variant for 12 teams could work for the Pac-12:

East: Arizona, Arizona State, Colorado, Utah
West: Oregon, Oregon State, Washington, Washington State
Rotating: California+Stanford, USC+UCLA

For the Pie in the Sky Conference (PSC), you're looking at this for a basic 2-division alignment:

East: Central Florida, Cincinnati, East Carolina, Marshall, Memphis, South Florida, Temple
West: Air Force, Colorado State, Houston, Navy, North Texas, Southern Miss, Tulane

You might have, say, Cincinnati (or Marshall)+Memphis and Southern Miss+Tulane as the two rotating pairs.

Pods can rotate between two 8-team divisions in a 3-year cycle. Conference schedule is 9 games. Each team plays its pod mates and a protected crossover in each of the other pods every year. Teams are listed in the same column as their protected crossovers (e.g., Alabama, Auburn, Tennessee, and Vanderbilt all play each other annually). Full conference playthrough in 3 years. The pods are also decently balanced in football strength, with 2 "heavy hitters" each.
