Why would they?
Because when Fulmer was coach, Memphis was very important to the UT program, both in recruits and fans. Since Fulmer was fired and UT has gone downhill, both the fans and the recruits have dried up. Where else can UT recruit? Bumville? All the SEC teams have locked down their respective areas. Where UT used to recruit throughout the south, they are no longer pulling players from Georgia, Alabama, Louisianna, Tennessee, like they used to. Trying to re-establish themselves in a large city like Memphis is not a bad move.
While the Memphis area UT fans may not be as public as they used to be (you don't see the flags and bumper stickers, etc. like you used to). They are bubbling right beneath the surface waiting for UT to do anything worthy of yanking out the flags again.
UT recruiting under Fulmer took a bit of a nosedive...when the NCAA looked into their recruiting practices.
They used to host elite football camps...for elite high school players only.
The NCAA decided that that would not allow every high school football player to compete for a football scholly at UT...and ordered it stopped.
I think UT had to forfeit 1 or 2 scholarships as a penalty.
I remember reading about it when I lived in Knoxville back in the 1990s.

Correct.
Tennessee recruiting under Fulmer was extremely national until it suddenly was not and those days are never coming back.
