FBS voting is tied to conferences that meet the definition of an FBS conference ie. 8 members playing all sports including FBS football in the league.

There's a much bigger downside than NCAA voting rights. It's that most if not all schools that might join a football-only conference, or play football as an indy, would struggle to find a conference for their other sports that is at the same level as the conference they would be leaving.
That's a big issue for the power schools. There's more non-football options for G5 and FCS-level schools: The A10, CAA, Horizon, MVC, OVC and Southern come to mind as viable conferences for the basketball teams of schools whose football programs are going indie or joining a football-only conference). But that's fine for ODU and Marshall and Air Force; not Virginia Tech and West Virginia and Colorado.
You'd almost need a public-school equivalent of the Big East to make it a reasonable option and that's not exactly going to happen tomorrow.
You're right, it would be less difficult for G5 football teams to go indy or join a FB-only conference. Though there's also not so much reason for them to do so -- it might look fun in the abstract to mix and match some of those teams into a FB-only conference, but IMO there are only about a half dozen G5 football programs that could juice up their donations and ticket sales by playing a BYU-like indy football schedule. And even those programs would be taking a risk of having poorer W-L records as indies than they do in their current conference.

CAA football is part of the conference. It's just the MVFC and the Pioneer that are football-only conferences in DI.

UConn's administration, for one. Geno's one of the, and perhaps full-stop the, AD's best assets and was one of the driving forces behind the move to the Big East, so I'd say the school cares plenty about his opinion, as they should.
I haven't heard a single thing about Geno being the force behind the move. In fact his quotes make it seem like he's not a huge fan of it.

Where did you read he will be gone soon? He is in his mid 60s and on top of the world in Connecticut. Nobody is around forever but no reason he is not around for several more years.
Yeah, mid-60's, how long you think he's gonna coach? Another 10-15 years? I doubt it.

The Courant's write-up today specifically said that Geno was one of the driving forces behind the move. I think he's just not saying much because nothing's official yet.

For the first point, that is already happening with some schools - albeit quietly.
For example. Sac State plays baseball in the WAC, beach volleyball and men's soccer in the Big West, and everything else in the Big Sky.
Denver plays lacrosse in the Big East, hockey in the NCHC, gymnastics in the Big 12, and basketball in the Summit.
Air Force has several sports in different conferences too.
