And when a coach leaves for another job, he must wait a year before actually coaching. You know, since he leaves behind the kids at the previous school who wanted to play for him.

I tend to agree. I think Vanover is trying to get a waiver to be immediately eligible because his grandmother is in a nursing home. I remember the running back from USC, that returned to Arkansas and got a waiver because his grandmother was "ill". Most 20 year olds have, at least, somewhat elderly grandparents that are likely to have medical problems. That's a ridiculous excuse, unless they were raised by their grandparents. An exception to return to a school close to home might be having a terminally ill parent. Still if that's the case, the kid might actually want to spend quality time with that parent, which would be a lot easier if they are not playing a sport for that transfer year.

The current transfer policy has been abused so royally that something needs to be done.

The graduate transfer rule is becoming a killer for midmajors. No reason to ever redshirt someone for development purposes. If someone misses a season due to injury, it would be prudent to wait until after their senior year to ask for a waiver. They could still leave at that point, but it might be less likely.
