It does make "the man" look a bit ridiculous when he's including salutations in his posts on a message board in 2019 as if he's writing home in the 1950s. No?

Maybe it dates him. Maybe he likes it that way. Maybe he is attempting to maintain courtesy and fair dialogue. Whatever the reason, how does it harm you?

... maybe he's been talking online since the 1980's or early 1990's, when many discussions took place on email listservs and salutations were commonplace (though not universal). Nothing wrong with having a bit of OG online experience on the board.
