The city of B'ham is taking care of the ONLY large football stadium it owns or will own for the foreseeable future. Even though the BJCC will own the new stadium, it will probably depend on the city for various logistical needs and maintenance/security personnel.
The city tried to replace Legion Field with a state of the art facility (MPF) almost two decades ago (MAPS in 1998) but was defeated by deception and lies by those in the suburbs (RAPS) who wanted to stifle B'ham growth. According to the recent AL.com article on current Alabama city populations, they have succeeded in that effort.
The UAB football program will be happy with ANYONE'S new facility it can rent no matter who owns it. The city high schools don't like the relatively high costs of playing at Legion Field since few games (if any) draw well enough to make money there.
