football rules changes for 2019

several here but main ones are:

- Beginning in the fall in games using video review, instant replay officials will be directed to examine all aspects of the play and confirm the targeting foul when all elements of targeting are present. If any element of targeting cannot be confirmed, the replay official will overturn the targeting foul. There will not be an option for letting the call on the field “stand” during a targeting review — it must either be confirmed or overturned.

- The panel also approved instituting a progressive penalty for targeting. Players who commit three targeting fouls in the same season are subject to a one-game suspension.

- The panel approved a new rule relevant to blind-side blocking techniques. Players will not be allowed to deliver a blind-side block by attacking an opponent with forcible contact. It will be a personal foul with a 15-yard penalty. If the block also includes the elements of targeting, it will be a blind-side block with targeting.

- Panel members approved a tweak to the overtime rules. If a game reaches a fifth overtime, teams will run alternating two-point plays, instead of starting another drive at the opponent’s 25-yard line. This rules change was made to limit the number of plays from scrimmage. Additionally, there will be a two-minute rest period after the second and fourth overtimes. The rules for the first four overtimes remain unchanged.

More than is needed I'm guessing? If you're throwing a blindside block, you need do little more than set a pick.

I'd expect you can lean in, maybe even lower a shoulder, but if you leave your feet or go through the player, I expect that would be called.

So ridiculous. The blind side rule is BS. Its part of the game to keep your head on a swivel, and also part of the game to lay it on someone when you can as well. Being more physical and striking fear into the other team used to be part of the game, and the way its going, might as well attach flags to their hips.

I've grown to really despise instant replay in the NFL and college football. Amazingly, the 2016 Olympics had a replay challenge system in place than when a play was challenged by a team (the team only had 5 seconds to indicate a challenge), the replay official then had 30 seconds to review and indicate on the main video board if the challenge was successful or unsuccessful.

Replays are supposed to be conclusive overturns to fix the blatantly obvious. I don't want 3 minute delays in games. If a training official can't make a call in 30 seconds of re-watching, move on. If the Olympics can do it, so can football.

This is a stupid rule change. If they want to limit plays from scrimmage 5th OT to alternating FG attempts starting at the 25 yard line and move out 5 yards, or just end the game with time after 4th overtime.

I prefer the two point attempts to a FG contest. At least there is real football action and play calling for the two's.

Reminds me of the old Texas high school playoff rules before OT was created.

The first two weren’t bad.
1. After regulation, if the teams are tied, the team with the most penetrations inside the opponents 20-yard-line advances.
2. If still tied, team with most first downs.
3. Coin flip.
