2019 NCAA Football Rule Changes
Targeting - Beginning in the fall in games using video review, instant replay officials will be directed to examine all aspects of the play and confirm the targeting foul when all elements of targeting are present. If any element of targeting cannot be confirmed, the replay official will overturn the targeting foul. There will not be an option for letting the call on the field “stand” during a targeting review — it must either be confirmed or overturned.

Blind-Side Blocks - The panel approved a new rule relevant to blind-side blocking techniques. Players will not be allowed to deliver a blind-side block by attacking an opponent with forcible contact. It will be a personal foul with a 15-yard penalty. If the block also includes the elements of targeting, it will be a blind-side block with targeting.

Kick-Offs - The panel approved a rules change to eliminate the two-man wedge formation on all kickoffs.

Overtime - Panel members approved a tweak to the overtime rules. If a game reaches a fifth overtime, teams will run alternating two-point plays, instead of starting another drive at the opponent’s 25-yard line. This rules change was made to limit the number of plays from scrimmage and to bring the game to a conclusion.

Additionally, there will be a two-minute rest period after the second and fourth overtimes. The rules for the first four overtimes remain unchanged.

I’m ok with all rules except the OT rule. Who doesn’t love a good 7OTer?!

Also I wish college football (and the NFL) would adopt the AAF’s onside kick replacement. The onside kick has been neutered to the point where it’s nearly impossible to convert.

I'd be all over that.The AAF got several things right, the onside kick replacement being one of them. I'd love it if we brought over their 2 point conversion rules, shorter play clock and lack of kick offs too. It just made for a much quicker game.

Right now the college game takes up to seven minutes for the next offensive play after a team scores a touchdown. Time management after a TD goes like this:

Team celebrates for 10-20 seconds before refs spot the ball for the XP attempt.
Up to 40 second delay while field goal unit jogs on the field. XP kicked.
Two minute TV time out.
Kickoff up to 40 seconds after the TV timeout is over.
Kickoff and return/touchback happen.
Two minute TV timeout.
Up to 40 seconds before the first play.

In the AAFL A team scores a TD, from the moment the whistle blows its 35 seconds before the two point conversion must be attempted.
Two minute break after the attempt.
35 seconds until the next offensive play.

You've gone from a 7 minute break to a two minute ten second break between meaningful plays. Over the course of a game it's a big difference.

The issue with games being 7 hours long is ads on TV. And I don't think they are going to be all that interested in shortening the actual game because if X% of the game is ads, shortening the game will result in less ads

I remember seeing a breakdown of what happens during average football games (wish I remember where I saw it). In an average 3 hour plus game there was only 8 minutes of actual football being played. Yet when the NFL was under pressure to shorten games they responded by adding clock run rules to reduce those 8 minutes of football and left all the standing around intact (ad time). I would expect nothing different from the NCAA.

The blind side block rule is going to be a nightmare to enforce. The way it's worded it's up to the ref to determine "forceable contact". The only way I can see this working is if peel back blockers just stand there and take a charge

Most games only go about 3hrs/3hrs 15 min. After 2 years with no football, i don't care how much time is taken between scores or how long a game may take.
