They aren't restricting freedom they are eliminating 5th years who transfer under the guise of completing Master degrees. Technically if your four year credit load is exhausted, you can't transfer as a 5th year without being accepted into a Masters program. Schools are abusing that by using 5th year transfers for one year with no liability on their 6th year studies.

That IS restricting freedom. I don't see any compelling reason that an athlete shouldn't be free to change schools for any reason without penalty. Who cares what their reasoning is? If you want control.. sign them to an actual contract and pay them. Sure it would be tough on mid majors. Doesn't make the current system any more ethical.
What the NCAA is doing is trying to get rid of grad transfers by increasing the risk for coaches and schools, while still being able to claim they aren't restricting athletes rights because of semantics.

The rule was started to help grad transfers. Now you twist it to claim it restricts grad transfers. We seem to have a movement within college sports to throw out the amateur status and just open it to free agency. The integrity of the game is at stake.
