I don't think the rule changes had anything to do with this. If anything there was more hitting/less strict enforcement in the AAF.

The best example I’m thinking of are the pro-bowl-type rules handcuffing the defense/blitzing, and no kickoffs.

That means he might get a full season before he pulls the plug. Minor league sports are driven by ticket sales and/or supported by the major league. The NFL doesn't need a minor league because of college football and the costs are prohibitive otherwise.

I believe the NFL wants to keep a secondary pro football league alive that it can control completely, so as to keep any real competition at bay. It's like when companies would creat "sweetheart unions" in, to prevent any real collective bargain threats. The NFL learned something from the USFL, and knows that league was very close to becoming what the AFL was decades before.
