He did say in early signing day, because of NCAA rules, he couldn't disclose the walk ons he has coming in and that would be announced in February.

Could very well be. Following his twitter page there were 6 or so PWO's that announced their commitment to NIU, so it could just be those guys being officially announced, as you said. Watching their highlights several of them look like they could develop into contributors.
My horse in this race is Jaden Dolphin. I think he could be something. He's got great size.
I think its a great group for PWO's.
Connor Leffler is so versitle. He played WR, RB, S, CB and QB in hs. If nothing else he will he a great addition to the scout team with that ability to move all over and simulate opposing players you want to focus on.
Billy Dozier is tough and physical and can play WR or RB.
Patrick Hoffman is a pure chain mover at the WR position. He's not flashy or anything but he catches everything and a high percentage of his catches are first downs.
Matt Schooley is a WRECKER! Whether he ends up O-line or D-line (my guess is interior dline) he just mauls everything in his path.
Jacob Waskow played both OLB & DE in a 3-4 defense so he has a good combo of run to the ball as a LB and pass rush ability as a DE.
Jaden Dolphin I'm a little surprised he didn't have some legit scholarship offers. With his combo of size, speed and hands he could definitely be something. Plus, he was an absolute ballhawk on defense. I could see him working his way on to the field at WR or S sooner rather than later.
