Does it matter? If a system isn't going to allow for players play a certain way, does it matter if they can score (prior to coming here)?

I think part of the problem is lack of talent (offensively). We could have Steve Kerr, Mark Few, and Mike Brey running our offense but there is so much you can do when you only have one player capable of putting pressure on the defense. No penetration, no shooting, no skilled post players, etc. Lack of talent.

Me thinks scoring at some levels is easier than at others.

Funny I can remember the play of most of our point guards in the sixties and seventies
Yates, Dean Foster, Dan Murphy, Garry Kamstra , Gary Yoder, Eddie Lee but have trouble remembering the play of Snow but he had good stats for us.

I don't think a new system is going to make a difference. It isn't the system when two or more of your starters can't put the ball through the basket. The system isn't making these dudes brick, I don't know what approach you can take individually to improve their shooting. Maybe he needs to hire someone(A former player) who can teach strictly that aspect.
