That was Utah State from the FBS, this kid is from Southern Utah of the FCS (1AA).

Looks like he was converted from safety, and it also doesn’t look like he really lit it up in his time there. You’d think taking on an FCS transfer would mean he was a major force at that level for at least 2 seasons. Also can’t help but notice the offers going out, every time I see a kid announcing his offers it’s a kid with the same offers with maybe a MAC school or two and maybe a service academy, but mostly FCS schools. While I trust Coach and his crew, I was hoping we’d see more of an upward trend in offers; I know we won’t beat out P5 schools but would at least like to see us swiping from higher G5 schools as opposed to FCS.

I think they need another winning season before they are able to poach from better schools. If the team wins 8 or more and coach stays I think that following class will look much better.

My guess is they had an unexpected open scholarship and/or a need for depth in the secondary. He’s a grad transfer so he brings experience, and at the same time won’t tie up that scholly for long.
Keep in mind the 2019 class had transfers from Kansas State and Maryland, 2 P5 schools. Also a big TE from Western KY, from arguably a higher G5 conference. If there’s one thing this staff has shown from day one, it’s that they can recruit.

Looks like we added another transfer. CJ Holmes from Penn State. He's an interesting one. 4 star RB out of HS, played in 8 games as a freshman at Notre Dame in 2017. Then transferred to Penn St as a walk on, sat out 2018, and played as a safety for Penn St last year. So he's got two years of eligiblity left, not sure if he can play right away though (how do the walk on rules work?). And not sure if he's coming as a Safety or RB.

A four-star Class of 2017 recruit, he announced Monday evening his career will continue with Kent State, a squad scheduled to visit to Beaver Stadium on Sept. 5 for the season opener.
The 6-foot, 216-pound redshirt junior spent the last two years at Penn State after initially embarking on his collegiate career at Notre Dame. Holmes joined the Fighting Irish in January 2017 as a scholarship athlete but ended up with the Nittany Lions in Summer 2018 as a walk-on transfer.
He remained on walk-on status at Penn State through the 2020 spring semester and entered the NCAA Transfer Portal earlier this month. During his days in Happy Valley, Holmes transitioned from running back to safety and, after redshirting in 2018, appeared in eight games last season, primarily seeing action on special teams.
He was listed as a fourth-string safety on Penn State's spring depth chart, behind early enrolled freshman Enzo Jennings.
Holmes was suspended by Notre Dame as a freshman prior to the team's Citrus Bowl appearance and was later dismissed by the program. That result stemmed from a December 2017 misdemeanor shoplifting charge. Last July, The State of Indiana filed a motion to dismiss charges.
Considered the nation's No. 19 running back prospect in 247Sports 2017 composite rankings, Holmes collected scholarship offers from across the Power Five football landscape during his career at Cheshire (Conn.) Academy. He verbally committed to Notre Dame before his senior season and graduated early for winter enrollment.
Holmes played in eight games as a true freshman for the Fighting Irish, logging his only carries (eight for 32 yards) during an October win at North Carolina.
