Someone forgot to inform her that tax incentives aren't cash upfront but typically take the form of a rebate on taxes already paid after incentive conditions are met (e.g., capital/machinery/equipment investments, job creation, infrastructure/utilities enhancements, technology enhancements, etc.).

Hee Haw was one of my earliest introductions to female "curves" on the tube. Benny Hill was the British version of Hee Haw IMO.
