Reducing FBS to 80 or 75 is probably the sweet spot. The lost scholarships could be made up by allowing FCS schools to offer 65 or 70.
Yes, top P5s will still gobble up a majority of the 5* athletes, but their cast off 4 and 3*s would trickle down (both to the lower end P5s and G5s) thus increasing parity. I just don't see how that's a problem.

Any action taken by the NCAA would include a decrease in FCS grants as well. For years many FCS administrators have advocated dropping to 55 scholarships. It's one of the reasons I wanted App out of there. When it began life as 1-AA FCS was billed as "cost containment football" in the late 70's.
