It's kind of like the phenomenon where when highly rated recruits are getting pursued by SEC teams, but decide to sign with a G5 team, somehow their rating goes down a star in the process.
The rankings are based on who is recruiting them when it comes to players outside of the top couple hundred. Recruiting websites don't have the knowledge or the manpower to rank all these players. So if a player suddenly gets recruited by a bunch of P5 schools then that must be he is highly rated now. If suddenly a player choose a G5 school over P5 schools then that must be there is something wrong and the P5s changed their mind = lower rated (in some cases this clearly isn't true).
They also weight certain schools/coaches higher than others.
If Clark goes and finds a gem that no one else had found then said player suddenly starts getting P5 offers, it means Clark has an eye for talent and the upper echelon coaches know that.

Clark may recruit based on talent instead of just position.
He may inform a recruit that he wants them to swap from RB to CB for example.

many good players are qb or running back in hs because they are the best player on the team and they can touch the ball a lot during the game but many of them change position in college
i dont think we need another running back but the back up were not that consistent this year
