I think we need some constraints on the special counsel process. Right now we just turn them loose to go wherever they want, take as long as they want, and spend however much they want. Give them a more clearly defined mandate. If this was supposed to be about collusion with Russia, then you investigate that. I'd say put in come kind of process controls. Maybe once a year situation report to say the combined house and senate justice committees, presumably in closed session, and request funding for the following year. Then every quarter give a shorter situation update and any supplemental funding requests. If it becomes clear that they are straying from their commission, redirect them and cut funding until they do straighten out. If it becomes clear that he doesn't have anything, you shut it down. I personally think it is absurd for things to have gone this long with so little to show for it.
