SOS will NEVER be equal across conferences. So you’re going to penalize UCF or whoever for NOT being in the SEC. how can they every change that? Never
Take Gonzaga for instance in basketball. They play in s crappy conference. But they are very good and can beat anyone. Do they not get to play in the tournament bc they aren’t in the ACC?

Therein lies the problem, what p5 school is going to signup to play UCF now with what they have accomplished over the last few years? Even if it was a buy game what p5 team would allow UCF to waltz into their home field and possibly hand them a loss and roll out. NONE! Ain't gonna happen. They (p5) got things locked up just the way they want and they will keep it that way as long as they possibly can!
Don't know about that, know times have changed, but when Marshall went 12-1 in 1998 and then 13-0 in 1999 we were able to schedule games (all on the road) for Tennessee and Kansas State in 2003 (K-State won the Big 12 that year), Georgia and Ohio State in 2004. Also scheduled against UF (who was #1 the year we played (2001) and VT (2002), All those were top teams at the time, we just had to go on the road to play them all.
Top P5 schools are paying small fortunes for buy games, make yourself attractive by offering to play for less for the opportunity.

This isn't 1998 or even 2004 anymore. The money is bigger and the disparity in revenue is much greater. Even if you agree to be part of a buy game at a lower price there are other barriers. Some P5 conferences have already and some others are reducing the number of OOC games to 3. Some have created a rule requiring an OOC with another P5 school, thus eliminating the open slots to be taken.
It's all for naught anyway, even if UCF or anyone else in the AAC had scheduled "better" OOC; the goalposts would have moved again and they would have found another way to exclude.

Louisville and North Carolina signed home-home football deals with UCF after last year's undefeated season. UCF has at least two P5 schools on the future schedules in 3 of the next 4 seasons. I'm sure UCF could find a couple of other decent teams to fill out the '20-'22 OOC schedules to get 3 P5s and one other decent G5.

You slide the criteria to fit whatever result youre trying to get.
If UCF goes a 3rd year undefeated I'd be curious how they make them move again.
