RE: Which Bowl elgible teams don’t Bowl?
It's interesting that in the story referenced by the Salt Lake Tribune that Jerry Palm states that he doesn't have spots for Army or BYU. However, if you click on his prediction page linked in that story, it shows Army v. W. Michigan in the Armed Forces Bowl and BYU v. Houston in the Frisco bowl - with both BYU and Army referenced as * replacement teams.

I don’t see how BYU bowls.
Too many bowls have back up provisions.
For example, the Cheeze it Bowl. They can’t fill it with a PAC team. But the MWC gets the slot in their place. It’s a contract. Sure, maybe Cheese it wants 6-6 BYU in over 7-5 San Diego St but they can’t do it.

Everyday, contracts are revised, renegotiated, and broken for business reasons. I will be surprised if either Army and BYU aren't invited to a bowl game...and dumb-founded if neither goes bowling.

I could even see a scenario that matched BYU v. Army.

If BYU is left out that will mildly surprise me.

If Army is left out, i will be stunned.

BYU is guaranteed a bowl by ESPN (in one of the ESPN owned bowls) if they are eligible.

That was my understanding too, But The Salt Lake Tribune doesn't seem to think so. Though they could be wrong.

The Salt Lake Tribune is the more liberal paper in SLC and often writes the opposing view of the Church of Jesus Christ of Latter-day Saints. Jay Drew covers BYU sports and is known for basically grabbing page views by poking the BYU fan base.

But, here, the real story is from Jerry Palm at CBSSports. This is the source for the Salt Lake Tribune story. As I mentioned above, Jerry Palm wrote that he doesn't have a home for either Army or BYU in his updated predictions...but then the link to his updated prediction shows bowls for both Army and BYU. ??

if VT wins, that leaves 4 spots
BYU, Army & SDST are in
So Miss would C-USA conditional pick
MAC-Detriot full
MWC-Catcus full
SB- doesn't have 1

Bowl Tie Ins and Affiliations

Another site mentioned UCF loses to Memphis, the highest ranked G5 school gets the access bowl. That would go to the winner of Boise State or Fresno State.
MWC:
1. Las Vegas vs. Pac-12

– Famous Idaho Potato Bowl vs. MAC
– Gildan New Mexico Bowl vs. Conference USA
– Hawai’i Bowl vs. Conference USA
– NOVA Home Loans Arizona Bowl vs. Sun Belt
– Cheez-It Bowl
Conditional if bowl can’t fill a spot. This spot could go to Wyoming. Since it looks like Oklahoma to the playoffs would have this bowl with Wyoming vs PAC 12 since Big 12 will have 1 short.

Yes. It's two-fold. MW has 5 tie-ins + 1 conditional. They have 7 teams sitting there, Wyoming last & left out. They'd need that conditional To Turn Tie-In + UCF to lose to Memphis. It can happen, yes. Cheez-It opening, I'd give it a 65% chance (Oklahoma going). UCF losing to Memphis, I give that a 40% chance given UCF's QB out (although they didn't slip against USF when he did). Altogether -- 26% chance Wyoming makes it, IMO. Average batting average in the majors.

BYU will go to a bowl. They do have ESPN ties to get into one of the many ESPN-run bowls, so they'll be placed. And so will Army.

Western Michigan (or a more distant but feasible possibility, Eastern Michigan), both at 7-5 could get a tie-in to the "Detroit Bowl" if Oklahoma does NOT make it, and Ohio State does. If that happens + VA-Tech loses to Marshall, *both* WMU & EMU will be going bowling. One as an at-large, and one as a tie-in.

Wyoming's only 6-6 hope is for UCF to lose + Oklahoma to win (or possibly not go down to wire, if OSU destroys NW) + Alabama to beat Georgia.

Miami-OH @6-6 is completely out, unless a couple teams bow out of going bowling.

BYU isn't getting left out of a bowl game. Too many fans & a better bowl draw than many other 6-6's.

Yeah, this kind of stuff is where the flim flam can happen and a team you’d think would be in, even to us out here accounting for the spots, finds its way out. Because what arrangement is the superseding one?

If BYU looks out because all other arrangements are technically accounted for, but then makes it in, it comes at the expense of someone who should be there.

Like that Orange Bowl scuttle about the bowl not wanting the non-major, in these new bowl and playoff arrangements, don’t you now see these ambiguous agreements where there are conflicting arrangements. It’s turning out choice “among the scraps” will be there for the bowls with network ownership.

Army was left out of a bowl game back in the 1990s when they were eligible for a bowl. Army seems to be projected to be in the Military bowl one.

Well, back then, 6-5 wasn't exactly "eligible." There weren't nearly as many bowls. A lot of teams at that record sat at home during the holidays. Heck, that was true even still in the BCS era, like back in 2000 (the year Army won one game, over a Tulane team that went 6-5 but didn't bowl, nor did UAB at 7-4).

10-1 ranked Wyoming back in the early 1990s were left out as well.

I see that a 10-2 ranked Wyoming was left out in 1996.
They were 10-1 and in the top 20 and lost by 3 to top 10 BYU in the WAC 16 CCG.
BYU went to the Cotton Bowl.
Wyoming stayed home.
A couple other WAC teams did Bowl that year though.

Too many bowls have back up provisions.

It only takes one. Suppose the AAC sends the Access bowl team, and has an open spot. Suppose 6 of their 7 tie-ins are primary tie-ins with an available team to fill the secondary tie in. One spot doesn't have a back up. Just arrange it that they fill all the spots with back up and don't fill the spot without a backup, and Voila, at-large spot created

BYU's nerves would be that trick has to be done twice, since the first will go to Army.

Lots of bowl predictions get filled out that do not actually line up with the details of the contracts, especially for the Go5 affiliated bowls. The rotating affiliation bowls especially trip them up, since they may just google for tie-ins and get last year's, or go to Wikipedia and get an entry that is inaccurate. Sure, they could go to the bowl association site, but then a lot of sportswriters filling them in will figure that most of the readers want to know where the A5 teams might be going, so if they get those facts right, they are OK.

I know people complain about too many bowls today, but I think it was criminal teams with 9-3 type records didn't get some kind of post-season back in the day.

In the 90s there was only 19 bowls so 38 teams played and about 70 stayed home. There are surely plenty of other teams with good records that were not selected either. That's how life was then, bowl games were a privilege earned and not a right given.
