It's really up to the bowls. Conference can have input. Schools can have input, but in the end, bowls make the call.
Lets say Troy and the Sun Belt really want Troy to play in Mobile. However, Mobile has their heart set on inviting Georgia Southern back. Mobile can do whatever they want, what the schools or conference wants means nothing.
I guess politics and Bowl games make strange bedfellows
The best way to look at this is. It's Karl Benson's job to put 6 Sun Belt teams in bowl games. It's the Bowl games job to sell tickets. In theory, if Montgomery says "Hey, we don't think UL is going to travel, we're taking Southern. and if Orlando says "Hey, we're going to take AState because we want more pictures of Howl and Mickey Mouse" They are free to do so, and there's nothing the SBC can do about it.
Sometimes everyone works together. A lot of times they work together, but in the end, there's no guarantee.

Fixing this, so it can be read. Yes, politics can most certainly play a role in bowl selection, but ESPN probably has the bigger role. If ESPN wants a particular matchup, you are almost certainly getting that matchup.

All gonna ride on the playoff selection and Va Tech vs Marshall. 81 eligible teams right now and Va Tech could make it 82. If Tech loses, ACC will be short a team because Clemson probably in playoff. SEC will be short a team because they will have one team in the playoff. Depending on things, they may have two. Big XII has their 7 but if Oklahoma makes the playoff, they will be short.
It is the MAC (3 extra), Mountain West (2 extra) and ULM. Good chance that Indy Bowl may well be short a SEC team so it might make sense to take Ark St, ULL or ULM because Toledo, Miami (OH) or WMU aren't going to bring anything close to what those 3 teams can bring, especially a Thursday day game 2 days after Christmas. If I was Indy Bowl and had the opening, I would take ULL or Ark St (ULM would bring a crowd but the other 2 make more sense record wise). Both would bring a very good crowd (much better than any MAC school). That would put ULM in AZ Bowl (most likely).

The AAC has a backup agreement with the Independence Bowl. That backup agreement allows the league to VACATE one of its primary contracted bowls to fill the I bowl instead.
In theory, if the AAC wants, they could say, we're leaving Cure open and will send Tulane to Shreveport.
Simply put, we're not filling Shreveport.
