I don't think anyone is against a recount in a very close election. Some are less for it when the election becomes mysteriously close in the days following the actual election as extra votes are found in the oddest of places.

I read recently where Nikolas Cruz was allowed to vote (via mail I assume?). He's registered as a Republican by the way. Until he's convicted, he's eligible to vote.

I'll assume this is the last election he's ever going to vote in.

Hand count would include votes that are over or under votes that machines rejected. They would look at the intention. If a voter started to made a mistake by starting to fill a bubble in, but not all the way, change to the right one, the vote will count by hand. That is an over vote. If a person filled in their choice lightly and never been counted by machine? Looking by hand see the intent? That vote will count. The strange case is Broward County. There were 20,000 more votes counted for Governor with 20,000 votes less than the senate? If those 20,000 votes are part of the over/under issue? There is enough votes not counted yet that could switch in the Dems favor.

If that's the case then they better make sure the re-counters don't have a pencil on them when they do the hand count. That 20,000 number will disappear in a heartbeat.
