WAC needs bodies, so they probably "waive" it in the form of NCAA payout withholdings. WAC is in no position to let a piddly thing like conference entry/exit fees stand in their way of staying afloat.

If they can pay the $1.7 million NCAA fee, coming up with $150,000 fee for the next three years is nothing. If that is too much, they should stay at the D2 level. Is there an exit fee for the RMAC? Really?

Dixie State, according to the data from the Equity In Athletics Disclosure Act, had a $6.7 million athletic budget in 2016-2017. That includes football. Their athletic budget will need to increase to at least $10 million to accommodate D1 athletics. Once they receive the formal invite from the WAC, they will need to pay a $1.7 million application fee and submit an application with a copy of the feasibility study and Division I strategic plan.

So at a minimum, they are looking at an expenditure of at least $5 million to move up. An assumption of exit and entrance fees being waived is I guess something they could negotiate with the WAC, but again, if they are concerned about that, then they need to question if D1 is for them. Their annual membership dues in the RMAC are $16,200. How much can an exit fee be from the RMAC? $50,000? $100,000?

In the past schools have paid a $450,000 entry fee to the WAC. The only school to get their exit fees paid and a waiver on their entry fees waived has been UMKC. The WAC paid the $250,000 exit fee and waived the entry fee of $450,000 for UMKC. A different time, when the WAC actually still had some revenue and were able to steal a D1 team from a D1 conference.

The amount of money assumed by Collegiate Consulting that would be waived or paid is not significant. For UMKC, the WAC offered "a free get out of the Summit card" with an increase in travel expenses. Dixie State has to spend millions to make the move with or without waivers. The WAC can't help with that.

Could you cite any times when a feasibility study is kept private and a move occurs? I certainly didn't keep tabs on stuff like this. But it seems the act of keeping it under wraps is a signal to a needy conference like the WAC, and not a positive one.

Of course, I've concluded that the WAC probably reached out to every D-2 school in the Lone Star, RMAC... and even the GNAC. So the one question in my mind living out here is whether Western Oregon AD officials laughed or cried when they sent their "thanks but no thanks" letter.

What does anyone think about University of Colorado-Colorado Springs being invited? No football to worry about. Town of almost 500,000. Great academics. Already has enough teams to go D1. Enrollment of 12000+. Anyone know if Hurd has talked to them?

I posted in another thread. Midwest gave a lot of good info about them. They only averaged 352 fans/game LY though. I know that has little or anything to do with it, but it doesn't SEEM like they would have the support behind them for the jump. It is a big enough city and geographically located to be STRONGLY considered though!

Looking at Metro State, their attendance isn't much better. One game this season has an attendance of 119! Lots of their home games are in the 200-300 range.

You can add every school in the California State University system not already in D-I to that list who cannot move up.

Cal Baptist and Grand Canyon had really good financial support and everything in place to move up, Dixie State has the wherewithal through increased fees (from $81 to $101 proposed) growing enrollment and donations to move up. Asuza Pacific however is in terrible financial shape, essentially rated a "junk bond." Their enrollment is also declining (glacially slow, not the Chicago State free fall). So even though D-II football may not work much longer with Humboldt State dropping (last Cal State with D-II football) and Dixie State moving up. Some hard decisions lie ahead for APU athletics.

Metro State would likely be a worse version of UMKC. (SF State is a similar zero interest in sports urban commuter campus; it's the most like comparison.) Although Metro fits geographically, the WAC is better off looking elsewhere.

BTW, I read through the feasibility study and the articles before and after the announcement of DSU moving up. All mentioned the $1.7M NCAA application fee, none mention paying a fee to the WAC. It could well be the WAC is waiving the fee. (Note, entry fees are often paid over a number of years in the form of reduced distributions; so $450K could be paid $90K a year via lower distributions for 5 years or $150K less for 3 years; however it does appear no fee is being charged Dixie State)

According to the Dixie State University Study, There is one California State University system that did do a "Feasibility Study". Look at page 41 of DSU feasibility study: https://s3.amazonaws.com/sidearm.sites/d...y_10_1.pdf . It states California State University – Los Angeles – completed feasibility study, Western Athletic Conference. They have over 23,000 undergraduate students, over 27,000 students total. Another WAC school?

On paper Metro St Denver and UC Colorado Springs would be great adds but if they have little to no fan support now it's hard to gauge if they would as a DI.

Does anyone know if football schools CSU Pueblo and Mesa St are any better?

Colorado would be a good state to have in the WAC and a traveling pair would be ideal.
