You could, but it wouldn't be remotely close being factually accurate. I'd be more than willing to entertain her proposal if it were accompanied by a dollar for dollar cut in entitlement and welfare spending, or if the tax credit acted as a "deductible" where individuals and families had to spend at least the amount received in tax credit prior to receiving and entitlement or welfare funds.

I agree. Even making that assertion demonstrates why ECON 101 should be a required course even in high school. We are constantly reminded by comments like the above that the left has no clue as to how basic economics works.
